    Composition, functions the Scientific Council and the procedure for its election

    The Academic Council is created by order of the head of the organization of higher and postgraduate education.

    The purpose of the Academic Council is to ensure effective, transparent, and democratic management of the activities of the higher education institution in accordance with the priority objectives of the higher education system, the development strategy of the organization of higher and postgraduate education, and the participation of staff and students.

    The main tasks of the Academic Council include:

    • consideration, discussion and decision-making on key issues of academic, educational, research, innovation and administrative-economic activities;
    • promoting the introduction of innovations into educational and scientific processes;
    • ensuring transparency and accountability of its activities to stakeholders, including the public and government bodies;
    • strengthening interaction between the structural divisions of the HEI to achieve common goals;
    • consideration of issues of academic or scientific interest on one’s own initiative or at the suggestion of the structural divisions of the HEI and taking appropriate measures on them;
    • analysis of the implementation of decisions of the Academic Council, assessment of the achieved results and adoption of corrective measures if necessary.

    The Academic Council consists of the head of the HEI, deputy heads, heads of departments, representatives of the faculty, student and community organizations of the HEI, and employers. Members of the Academic Council are elected for a three-year term by a Commission established by the HEI in accordance with its responsibilities.

    The Chairman of the Academic Council (hereinafter referred to as the Chairman) and his/her deputy are elected by a majority vote from among the members of the Academic Council. In the absence of the Chairman, the deputy assumes his/her duties.

    The secretary is elected by the academic council from among its members. and is appointed by order of the Chairman of the Board-Rector for a term of three years. The Academic Secretary is responsible for managing the academic council's records.

    The Academic Council carries out its work on the basis of an approved work plan for the academic year in accordance with its objectives, which is posted on the official website of the HEI.

    Academic Council meets at least once a month in accordance with the approved work plan for the corresponding academic year. If necessary, unscheduled meetings are held.

    The responsibilities of the Academic Council include:

    • consideration of issues and decision-making on scientific, educational, methodological and educational activities;
    • consideration of a long-term plan for the development of educational, laboratory and scientific laboratory facilities;
    • consideration of issues of assigning academic titles to faculty and research staff;
    • consideration and approval of rules relating to internal regulations, educational, scientific and training processes;
    • decision-making on all issues related to the organization of the educational process;
    • consideration of issues related to the implementation of the university development program;
    • consideration of key issues and decision-making regarding the social development of the university;
    • summing up the results of the university’s activities for the past academic year;
    • periodic review of reports on the educational, research and educational work of the Society;
    • review of reports on the activities of other structural divisions that are part of the Company;
    • review of educational programs of higher and postgraduate education in accordance with state compulsory educational standards for approval by the Board of the Society;
    • review and recommendation for publication of monographs, textbooks, teaching aids and educational and methodological developments (subject to the availability of a copyright certificate and an anti-plagiarism certificate);
    • transfer of students from the fee-paying department to an educational grant and to external studies;
    • approval of topics and scientific supervisors, consultants of master's and doctoral students for dissertation research;
    • making decisions on recommending candidates from the faculty for participation in the republican competition “Best University Teacher”, “Best Research Fellow” and for participation in state scientific scholarships and awards;
    • approval and awarding of academic and honorary titles, scholarships and prizes;
    • consideration of issues regarding the nomination of HEI employees and creative teams for government awards and honorary titles;
    • consideration of other issues related to the activities of the Company and requiring a collegial decision.
