Regulations on the procedure for the appointment of state scholarships, payment of compensation and the provision of social assistance to students who study full-time for the 2015-2016 academic year.

1. General position
This provision is developed on the basis of the Law of the Republic of Kazakhstan "On Education"; Law of the Republic of Kazakhstan "On State Youth Policy"; Decrees of the Government of the Republic of Kazakhstan dated March 12, 2012 No. 320 “On approval of the size, sources, types and Rules for the provision of social assistance, which receive social assistance”; Decrees of the Government of the Republic of Kazakhstan dated February 7, 2008 No. 116 “On approval of the Rules for the appointment, payment and amount of state scholarships for students in educational institutions”; Decrees of the Government of July 18, 2005 No. 736 “On concessional travel for students on the basis of the state educational order in secondary and higher vocational educational institutions from among the youth through the payment of compensation.” 2. The size of state scholarships enrolled in educational institutions by the state order and extra-budgetary funds 2.1. The state scholarship is assigned and paid to students, undergraduates, etc., who study on the state educational order in full-time tuition for the 2015-2016 academic year. 2.2. The size of the monthly state scholarship to students is determined in the amount of 16,759 tenge. 2.3. Students enrolled in the first year (first year of study) on the basis of the state educational order state scholarship paid monthly during the first semester. In the following semesters, the state scholarship is assigned and paid to students based on the results of the examination session or intermediate certification of students for the previous semester. 2.4. A nominal stipend from extrabudgetary funds is assigned to students enrolled in state order or on a fee basis, successfully mastering relevant educational programs engaged in research work, the success of which in studies and scientific research is confirmed by diplomas, winners of national and international competitions, creative competitions, sports competitions, festivals or being the authors of discoveries, inventions, scientific articles in the central editions of the Republic of Kazakhstan and abroad, as well as taking an active part in the public, cultural and sports life of the University that 2.5. Scholarships from extrabudgetary funds are appointed by order of the rector based on the decision of the Academic Council. 3. The procedure for the appointment and payment of state scholarships 3.1. The state scholarship is assigned to students enrolled in the state order (grant), as well as transferred to training in the state educational order, who received the equivalent of marks according to the results of the examination session or intermediate certification of students, corresponding to the marks "good", "excellent". The state scholarship is paid monthly from the first day of the month following the exam session inclusive until the end of the month in which the semester ends. 3.2. Students submitted to the state scholarship on the results of the summer session, the scholarship for the period of summer vacation is paid in total for two months (July-August). 3.3. Students who have not passed tests and exams within the generally established time frame for valid reasons (illness, family circumstances, natural disasters) by the university’s leadership set individual dates for taking tests and exams, after which they are paid state scholarships on general grounds. 3.4. To students, undergraduates transferred from one educational institution to another, a state scholarship is appointed and paid in the manner prescribed by these Rules, after eliminating the difference in curricula. 3.5. Students, during the period of maternity leave, the state scholarship is paid in the amounts established before taking maternity leave during the entire period established by the legislation of the Republic of Kazakhstan. When submitting a certificate of a single sample of temporary disability due to pregnancy and childbirth during the period of academic leave, academic leave must be interrupted and maternity leave must be issued. During the period when students and pupils are on academic leave to care for a child until they reach the age of three, the scholarship is not paid. 3.6. Orphans and children left without parental care, students on the state educational order, state scholarship is paid in the absence of debt as a result of intermediate certification of students. 3.7.
